  • The annual Executive Members Meeting and General Meeting of ICFO were held at SATURNO room of Moon Palace Hotel in Cancun, Mexico.
  • A total of 16 persons from 6 countries attended the meetings, namely:
  • - 9 from 4 member organizations of 4 countries, and
  • - 7 from 5 non-member organizations of 2 countries
  • All the agenda were approved as proposed by the secretariat.
  • The Executive Members Meeting and General Meeting were combined. 4 agenda were decided at the meetings. ICFO Rules were amended with the discussion of the participants. 1 vice chairman and 1 executive member and 1 auditor were elected. And it was decided that the 2nd World Fisheries Cooperative Day would be held in Vietnam.
  • The details of the meetings were as follows:
  • 1. Opening
  • Mr. Lee Jong-Koo, chairman of ICFO made an opening speech. He proposed that since the number of participants is not so many, and the agenda of Executive Members Meeting and that of General Meeting of ICFO are the same except that in the General Meeting, report on the activities of ICFO member organizations is made, the two meetings should be combined as one meeting, which was unanimously approved.
  • He mentioned the efforts of ICFO¡¯s secretariat to develop ICFO in 2010 and 2011. He also said that it would focus on educating fisheries cooperators and fishermen of ICFO members to develop fishing industry and increase fishermen¡¯s welfare.

  • ICFO received 18,404.72CHF from ICA central office and 1,075.30CHF, which was the carry-over from previous year, from JF ZENGYOREN in 2010. However, because the amount ran short of performing various activities of ICFO effectively, KNFC in Korea contributed 142,313.06CHF to ICFO. The total income in 2010 was 161,800.41CHF with a bank interest(7.33CHF).
  • And ICFO spent 112,037.43CHF for the various activities such as ICFO Homepage, International Symposium, fishing equipment and personal computers donations, etc. As of 31 December, 2010 the balance of ICFO¡¯s account is 49,762.98CHF.
  • (3) Report of Auditing on ICFO¡¯s account of FY 2010
  • Auditing of the account of FY 2010 of ICFO was done by Mr. Wibisono Wiyono, auditor of ICFO on 18 June, 2011 at Lotte Hotel World, Seoul, Korea.

    Article 1 (Name)
    Based upon Article 24 of the Rules of the International Co-operative Alliance, a Committee on Fisheries is established as an international specialized organization in the field of fisheries cooperatives. The name of this Committee shall be the International Co-operative Fisheries Organization (ICFO) or ICA Fisheries Committee.
    Article 1 (Name)
    Based upon the Statutes of the International Co-operative Alliance, a committee on fisheries is established as an international sectoral organization in the field of fisheries cooperatives. The name of this Committee shall be the International Co-operative Fisheries Organization (ICFO).
    Article 4 (Membership)
    1. The membership of ICFO shall consist of those organizations which come under any of the following items and are accepted by the Executive Committee.
    (1) Regular member
    a. Those national or regional organizations of fisheries cooperatives in each country which are direct members of ICA;
    b. Those national or regional organizations which are not direct members of the ICA but can be deemed as similar thereto.
    (2) Associate member Those national or regional organizations (including primary level fisheries cooperatives), government agencies, research institutes, international organizations, etc. other than regular members which support ICFO in its objects and activities.
    2. Each regular member shall have one vote.
    3. Each member shall pay annual membership subscription fees for the management of ICFO.
    4. Each member shall withdraw from ICFO with a notice of one year before the withdrawal.
    Article 4 (Membership)
    (1) Full members of ICFO are:
    a. The full members of ICA who have chosen to participate in ICFO;
    b. The members of full members of ICA that have been confirmed by the latter as eligible to participate and have chosen to participate in ICFO;
    c. The associate members of ICA of the category defined in article 7, b, i of ICA Statutes who have chosen to participate in ICFO; and
    d. The members of associate members of ICA of the category foreseen in article 7, b, i of ICA Statutes, that have been mandated to represent the latter in ICFO;
    (2) Associate members of ICFO are the associate members of ICA of the categories defined in article 7, b, ii and iii of ICA Statutes, that have chosen to participate in ICFO.
    (3) Each full member has one vote.
    < New Article > Article 5 (Admission of Members)
    (1) Eligible organizations interested in participating in ICFO shall communicate this intention by writing to the Executive Committee and the ICA central office, indicating the category of membership as defined in article 4.
    (2) The decision of admission is made by the Executive Committee and communicated to the ICA member and the ICA central office by writing.
    (3) New members will become members of ICFO with the rights and duties of membership from the date of the communication referred in paragraph (2) above.
    < New Article > Article 6 (Suspension of Voting Rights)
    (1) Members¡¯ voting rights will be suspended if the member does not fully discharge financial obligations to the ICA set out in the terms and conditions of the ICA Statutes and Bye-Laws.
    < New Article > Article 7 (Termination and Withdrawal of Membership)
    (1) Membership of ICFO ceases in the following cases:
    a. The member ceases to be a member of ICA or loses any other condition of eligibility as set out in article 4;
    b. The member decides to withdraw its membership under the terms and conditions of paragraph (2) below; or c. The member is expelled under the provisions of paragraph (3) below.
    (2) A member of ICFO that decides to withdraw from membership should communicate its decision by writing to the Executive Committee with copy to the ICA central office. Cessation of membership is immediate on the date of such communication.
    (3) The Executive Committee shall evaluate the conformity of the requirements of membership according to the Rules of ICFO and may request the ICA Board to expel a member on the grounds of non-compliance to the present Rules or the ICA Statutes and Bye-Laws.
    Article 5 (Executive Members, Auditors and Executive Committee)
    (1) ICFO shall have five or less executive members and one auditor. Executive members and an auditor shall be elected from among full members at a General meeting (= plenary meeting).
    (3) The Executive Committee shall elect from among the executive members a Chairman and four vice Chairmen.
    (4) The Chairman shall represent ICFO. The Chairman shall preside at Executive Committee meetings. The Chairman shall be a member of the ICA Central Committee on behalf of the ICFO.
    Article 8 (Executive Members, Auditors and Executive Committee)
    (1) ICFO shall have six or less executive members and one auditor. Executive members and an auditor shall be elected from among full members at a General meeting (= plenary meeting).
    (3) The Executive Committee shall elect from among the executive members a Chairman and three vice Chairmen.
    (4) The Chairman shall represent ICFO. The Chairman shall preside at Executive Committee meetings.

    The revenue of ICFO shall be made up of the following:
    (1) Annual Membership Subscription Fees;
    (2) Grants;
    (3) Contributions; and
    (4) Other

    Article 10 (Finances)
    (1) The Board will adopt a budget for ICFO each calendar year, for the approval of the ICA, showing the expected allocation to ICFO of ICA subscriptions, revenues, and in-kind contributions from any other source and planned expenditures, whether cash or in-kind.

    Article 8 (Secretariat, Secretary General and Assistant Secretary) Article 11 (Secretariat, Secretary General and Assistant Secretary)

    (1) These rules may be amended by a motion passed by a majority vote cast at a duly constituted General meeting.
    (2) The Executive Committee may propose amendments to these Rules to the General meeting for consideration.
    (3) A Member wishing to propose amendments to the Rules must submit a proposal to the Secretariat at least five 5 months before the General meeting at which it is to be considered.
    (4) Any proposal from the Executive Committee or from a Member to amend these Rules, together with any recommendation of the Board thereon, will be sent to all Members with the meeting agenda in advance of the General meeting.
    (5) The amended Rules will be submitted for approval to the ICA Board, as required by the ICA Statutes, after which they will take effect.
    (6) If the amended Rules are not confirmed by the ICA Board, with or without variation, the amended Rules will be deemed to be repealed.
    < New Article > Article 13 (Dissolution of ICFO)
    (1) ICFO may be dissolved by a decision of the General meeting on the recommendation of its Executive meeting. It shall require a 3/4 majority vote of members present at the General meeting and the approval of the ICA Board. ICFO may also be dissolved according to the provisions of the ICA Statutes.
    (2) If the General meeting approves a proposal for the dissolution of ICFO, it shall determine the way to settle any outstanding debts. In the event of any surplus remaining after dissolution, it shall be placed at the disposal of the ICA.
  • (2) Election
  • According to the new ICFO rules, 1 vice chairman and 1 executive member and an auditor were elected at the annual meetings.

  • (3) ICFO Activity Plan and Budget in FY 2012
  • 1) Budget
  • As regards the amount of the redistribution from ICA central office to ICFO in 2012, it has not been informed yet to ICFO. However, it is expected for ICFO to receive 10,260CHF next year. The amount is not sufficient to perform various activities for the development of fisheries cooperatives and fishing industry around the world. Hereby, the secretariat suggests that the amount(10,260CHF) should be used for the 2012 ICFO meeting.
  • Apart from the allocation from ICA central office, it is noted that KNFC indicated its willingness to donate certain amount of funds to ICFO as it did in 2010 and 2011.
  • Accordingly, as soon as the possible amount of donation from KNFC is known, the secretariat would like to inform it to the members.
  • 2) Activity plan

  • - Education and Training Activities
  • - Publishing of ICFO News
  • - Donation of personal computers and fishing equipment, etc

  • 3) Venue of the 2nd World Fisheries Cooperative Day
  • The 1st World Fisheries Cooperative Day was held in Korea. ICFO suggested that 2nd anniversary be held in one of member countries. Mr. Dao Xuan Can expressed his intension that VCA host it in 2012. Hereby, it was decided that the 2nd World Fisheries Cooperative Day be held in Vietnam with the unanimous approval of the participants.
  • 4) Date and Venue of ICFO¡¯s next ICFO Meetings in 2012
  • It was decided that the annual meetings of ICFO in 2012(Executive members meeting and General Meeting) should be held in Kobe, Japan in any one of the days during the period when the ICA AP General Assembly is held in 2012.
  • It was agreed that ICFO secretariat will provide the schedule (date, time, venue and agenda) of ICFO meetings to the members as soon as they are arranged and decided.
